Once again this morning, the river surged over the walkways, parking areas, and Church St. in Milford closing State Buildings and leaving folks wondering..is this really unavoidable? Major flooding May 12,2008, several more serious high water events since then, and now this Nov. 12,13 & 14 flood ....
